Key changes to SSI: what applicants and recipients need to know

The Social Security Administration (SSA) has recently applied significant policy updates to the Supplemental Security Income (SSI) program to expand access and reduce the burden on applicants and recipients.

SSI provides financial help to people who are elderly, blind, or have disabilities and have little or no income. For 2024, the highest monthly SSI payment is $943 for an individual and $1,415 for a couple. However, the actual amount you receive might vary depending on several factors. Exclusion of food from ISM calculations

One of the most relevant changes is that, as of September 30, the SSA will exclude food from In-Kind Support and Maintenance (ISM) calculations. Previously, the SSA considered informal food assistance from friends, family or community networks to be a part of an applicant’s income, which could reduce their SSI benefits or disqualify them altogether.

By removing food from these calculations, the SSA has made it easier for more people to qualify for SSI. The SSA expects this change to increase monthly SSI payments by $131 for around 90,000 people.

Nationwide expansion of rental subsidy policy

The SSA has also expanded a rental subsidy rule that used to apply only in seven states to the entire country. Under this new rule, individuals paying a certain amount toward rent will not have rental assistance considered ISM. The SSA estimates that this policy change will increase monthly SSI payments by about $132 for approximately 41,000 people and enable more people to qualify for SSI. The new policy ensures fair treatment and financial help for those struggling with high rent costs.

Broader definition of public assistance household

Another critical change is expanding what qualifies as a public assistance household. The SSA will now include Supplemental Nutrition Assistance Program (SNAP) benefits in the types of public assistance considered. Additionally, the SSA does not require all household members to receive public assistance to be classified as a public assistance household.

They also estimate that these changes will increase SSI payments for about 277,000 people and make more individuals eligible for SSI in the coming years.
